In November 2010, Measure R (.pdf) was approved by the citizens of Berkeley - by an overwhelming 64% (and not less than 54% in each of the 8 council districts!).

Measure R contained a vision for the downtown, which then needed specific definition by the Planning Commission. On November 16 and December 7, 2011, the Commission conducted a public hearing on the DAP, related General Plan Amendments, and implementing zoning language (the proposed Commercial Downtown Mixed Use zoning district, the Green Pathway zoning chapter, and new definitions). The Commission voted to recommend adoption of these project elements by the City Council, as amended by the Commission.

On March 6, the Commission's recommendations will be the subject of a
City Council Public Hearing.
